The Ligue Agricole Industrielle de la Canne à Sucre (LAICA) is a non-state public entity, with public and private powers, within which producers and factories converge. In 1940, the organization of Costa Rican sugarcane growers began with the creation of the Council for the Protection of Sugarcane Agriculture. LAICA was created by law no. 3579 in 1965 and reorganized in 1998 by law no. 7818.

Our aim is to maintain a system of equitable relations between sugarcane growers and sugar mills, guaranteeing each sector a rational and equitable shareholding, and to organize the factors involved in sugarcane production for the optimum development and stability of the agro-industry.
